In a microwave-safe bowl, combine the unwrapped caramels with 1 tablespoon water. Microwave in 30-second intervals, stirring in between, until melted and smooth.

Spoon the caramel over the center of each pecan cluster.

In a separate microwave-safe bowl, melt the chocolate chips in 30-second intervals, stirring until smooth.

Spoon the melted chocolate over the caramel layer in the center of each candy.

Place the baking sheet in the freezer for at least 30 minutes until the candies are set.
